Editorial: Education agenda: Save what you can

The faltering economy and the state’s budget crisis quietly took another casualty last week: Gov. Deval Patrick’s education agenda.

As a candidate in 2006, Patrick promised to make education reform a priority, but he took his time coming up with specifics. He appointed a large study commission to make recommendations, which reported back in June with a long list of initiatives Patrick dubbed the Readiness Project: early childhood education, extended learning time, free community college tuition, “readiness” schools with more freedom to innovate and much more.

Then Patrick appointed a 23-member commission to figure out how to pay for it. But by the time they reported back last week, the recession had blown a $2 billion hole in the state budget, and the commission conceded that without new sources of revenue, most of the ideas would have to wait.

The financing commission listed some suggestions, including increasing the sales tax to fund education, but Patrick is resisting new, broad-based taxes. Besides, tests show Massachusetts students are at the top of the class compared to those of other states. And, notwithstanding some sound ideas, the Readiness Project hasn’t exactly caught the public imagination. While Patrick and Education Secretary Paul Reville wait for economic conditions to improve, they can sharpen their vision for education reform and quietly build support.

But there is part of the education reform agenda that is more important than ever. School expenses are rising and budgets will soon start shrinking, with cuts in local aid expected within weeks and likely to get worse for the next fiscal year. School districts desperately need tools to cut costs, and Patrick’s financing commission has ideas it estimates would save $550 million.

Its proposals include putting teachers’ health insurance management in the hands of the state Group Insurance Commission, which has a good record of controlling costs; moving school retiree health benefits from private insurers to Medicare; regionalizing school services like transportation, maintenance and food services; reducing energy costs; group purchasing of supplies and forcing consolidation of school districts with fewer than 1,500 students.

Some of these reforms will require speedy action by the Legislature. Most will require local officials to act, often over the objections of teachers unions. Smart school administrators won’t wait for Beacon Hill’s permission to discuss with their peers the potential savings through regional cooperation.

There’s no time to waste. For 2009, everyone’s education agenda should be to protect instructional programs by saving money elsewhere in the budget.

Guilty yet Proud!!!

i thought it was exaggerated hearing words like” omg, i cried when i saw my son doing this and that, blah, blah, blah”? i’ve never imagined myself saying that nor feeling that way.last saturday, i approximately got cried after seeing nathan’s new development. we were in my sis place in modesto, while i was seating and eating some snack and nathan and his cousin junelle were busy playing around the house, my son abruptly called my attention when he showed me a sign “a” magnet he got from the fridge. he goes: mommy, despatch “a”. i did not mind it the first time championing i understand that it was just “tsamba”. so i just answered him back: very good nathan! you’re smart?.and then he shouted at me again with some other letter magnets on his hands. he shouts: mommy, letter b? letter m.. letter x? and so on?i was stunned for a half a second, i am not sure if i am hearing it right. is that my son? he can read abc now without me knowing it? san planeta ba ako nanggaling at bakit di ako aware nearby it? so i went directly from where he’s at and showed him more letters. i was surprised to the highest level!!! ang galing ng anak ko? nabasa nya lahat ng letters na pinakita ko sa kanya, also yung mga numbers. grabe, im a proud momma? hehe? i don’t know where to clothe my happiness that moment. maybe my niece would think that im crazy kasi nakita nya na tuwang- tuwa ako and forget about ako ng kiss kay nathan. maybe she was reasoning, ano ba itong tita ko, yun lang tuwang tuwa na. hehe.. but syempre, for a first someday mom, that was categorically a big deal. honestly, i felt sorrowful though.. kasi nman, neither me nor deck taught him to read? as per my husband, nathan’s baby sitter (thanks nanay annie) was the identical teaching nathan how to read letters. according to him, pagka hatid pa lang nya kay nathan kina nanay annie, nakaayos na inexperienced sa lamesa yung mga letters na ituturo kay nathan? ito nmang si deck kaya pala hindi na surpise nung sinabi kong nathan can read now, kasi nga, nakikita na pala nya yun, di man lang na mention sa akin to. so last night, in the past nathan goes to sleep, i showed him the abc book and ask him to read it loud? aba, talagang ang galing nya, hindi lang tsamba.pati mga colors alam na nya, lahat ng picture na ituro ko alam na nya? canny ng anak ko, and im soooo proud of it.

Recession not affecting area hospitals

Millions of dollars’ worth of construction and renovation projects at Springfield-area hospitals — as well as plans for even more bricks and mortar — remain on track despite the nationwide recession, hospital officials said Tuesday.“We haven’t seen any effects that we can exactly attribute to the recession yet,” said Chester Wynn, chief executive officer of Passavant Area Hospital in Jacksonville.Passavant’s $16.7 million expansion of its emergency department is continuing, with completion expected in late 2010.Money the 95-bed hospital is using to pay for the work was borrowed several years ago, and nothing has happened to disrupt the plan. In fact, Wynn said Passavant has seen an unexpected upsurge in patients during the past month.Hillsboro Area Hospital is moving forward with a $7.5 million renovation project that began in earnest a few weeks ago, CEO Rex Brown said.Carlinville Area Hospital broke ground this fall on a $27 million replacement building. That construction won’t stop, although the recession-related credit crunch has bumped up the interest rate on some money the 25-bed hospital is borrowing, spokeswoman Tracy Koster said.Work is continuing on the foundation of the future Kindred Hospital Springfield, a $25 million specialty hospital being built at 701 N. Walnut St. on the city’s north end. Construction of the long-term acute-care hospital is being financed internally by Kindred Healthcare, a publicly traded company based in Louisville, Ky., according to Jack Shapiro, executive director of Kindred’s Illinois-Wisconsin district.With completion of the 50-bed facility expected in fall 2010, he said, “We’re anxious to get under way and get the doors open.”Officials at Springfield-based Memorial Health System still are planning for a proposed $50 million hospital in Lincoln that would replace the current 25-bed Abraham Lincoln Memorial Hospital and wouldn’t open until late 2010.Also in the works are plans for a $24 million addition at the health system’s 25-bed Taylorville Memorial Hospital. The Lincoln and Taylorville projects still need state approval.The health system “has not taken any construction or improvement projects off the table,” Memorial spokesman Michael Leathers said, adding that construction and renovations continue at the sites of two additional Memorial ExpressCare facilities on Springfield’s north and south sides — with both expected to open in the spring.“We have always implemented our expansion plans conservatively,” Leathers said. “We will carefully review projects in light of the current economic conditions.”Local hospitals haven’t been immune to fiscal strains during the downturn.Leathers said Memorial Health System — which includes Springfield’s Memorial Medical Center and the hospitals in Taylorville and Lincoln — provided an additional $2.4 million in charity care in the fiscal year ending in September, a 19 percent increase compared with the previous year.The system posted $44 million in net income from patient care (exceeding expenses). But its cost of covering unpaid expenses associated with serving Medicaid and Medicare patients rose by $3 million, or 7 percent, to $43.8 million in fiscal 2008 compared with fiscal 2007.St. John’s Hospital finished its latest fiscal year in June with a $21 million loss, though it’s not clear how much of that red ink was related to the recession.Regardless, the 535-bed hospital, which St. John’s officials insist is fiscally sound, is proceeding with plans for more than $100 million in renovations. St. John’s spokesman Brian Reardon said money for the plans, which haven’t been publicly detailed yet, was borrowed before the credit crisis.The recession has led to big job cuts elsewhere in Illinois: 200 positions at the University of Illinois Medical Center at Chicago, and 200 at Loyola University Health System in Maywood. The eight-hospital Advocate Health Care system in the Chicago area has all but frozen capital spending, including several planned hospital expansions.

We had our first Christmas home with just our family this year. The living room is a slum of opened presents, and there’s only a stray bow under the tree, where last night the packages (ahem.. both neatly wrapped and still in the shipping boxes in which they arrived) were stacked.

True to our tradition, Jared and I stayed up late last night (shield your eyes, kids!), eating the Santa Claus cookies building a surprise for the morning. This year it was a play kitchen for Elliott, our resident chef. I was able to surprise Jared with a few items as well, which is no small feat. He was sufficiently impressed by my finds of BOTH “Geek Beer” (highly caffeinated root beer) and a Browncoat T-shirt (from the movie Firefly, and also the name of our Warcraft guild), that I could have stopped there. ;)

Gifts from the grandparents included handmade pj’s and awesome robot dolls, and my sister Julie made each kid their own blanket (Rowen: Wall-e; Elliott: Space). And Rowen made Jared a sweet canvas with a marker drawing of our family, and the words, I Love You Dad. Enough to melt your download download sci-fi movie crime movie heart.

We then stuffed ourselves with biscuits and bacon and eggs, put together Rowen’s marble run, and mama crashed out on the couch while the old-school Rudolph the Red Nosed Reindeer played in the background. And since it’s 60 degrees and sunny out, we’ll go for a walk when the kids wake up from their naps. All is, indeed, bright.

This year was really the first year that the kids have gotten what’s going on enough to be excited about Christmas as a holiday. And enough to be able to understand when we explain what the real reason is that we celebrate.

I hope that your family is healthy and happy, and that your holiday is full of laughter, togetherness, and joy. Merry Christmas!
