Can a latin european be called a latino?

obviously…the first latins were, in fact, european.

Latinos are simply anyone who’s language and culture has elements that come from the old Roman empire, like Italy, France, Spain, and Portugual, and Latin America. This label was mainly created to contrast Latin people from Germanic peoples like the Dutch, Germans, English, and Scandinavians, and Slavic people like the Russians and Poles. Latin nations largely share the same religion (Catholicism), their languages are closely related (Romance languages) and their social structure and traditions are similar. Southern France, Coastal Italy and Coastal Spain are almost indistinguishable from each other, with an exception in language of course. their diet is the same, their traditions are largely the same, and they share a similar culture.
